He was brought up in the Corps of Pages, from 1794, he served in Cavalry Guards. Participated in the plot against Emperor Paul I (1801). At the beginning of the Russian-Turkish war of 1806-12 and in the course of the war of 1812-14 against Emperor Napoleon he served at the front-line. In 1810-11 served as St. Petersburg Chief Policeman, according to a legend he introduced into practice the improved punishment cell called \"kutuzka\". In 1823-26, he was Chief Director of military educational institutions and the Lyceum of Tsarskoe Selo (according to one of his contemporaries, \"he did not possess any pedagogical knowlegde\"). In 1825-30, he was a Military Governor General of St. Petersburg, and member of the Committee of Inquiry in the case of the Decembrists, he organized the execution of five participants of the plot. In 1828, he participated in the investigation of authorship of poem \"Gavriliaida\". In 1828-30, he was a member of the Curators' Council of the Department of Institutions of Empress Maria. He was a trusted favourite of Emperor Alexander I and Emperor Nicholas I. From 1825, he was a member of the State Council. Since 1839 he was in indefinite leave.
