In 1861-63, in retirement, he travelled abroad. In the summer of 1863, he was summoned to St Petersburg by Emperor Alexander II. Milyutin headed the preparation and execution of economic and socio-political reforms in the Kingdom of Poland. From 1865, he was a member of the State Assembly; from April 1866, he was Chief Officer of His Imperial Majesty's Chancellery for Polish Affairs. From November 1866, in retirement due to ill-health, he lived in Moscow. From the 1850s, he took part in the work of the Russian Geographic Society, writing a number of statistical articles.
