The avenue was named after the locality Grazhdanka. Originally called Road to Gorozhanka Village (name known since 1817), in the late 19th century it adapted to the name Road to Grazhdanka Settlement or Grazhdanskaya Road, which it bore until the early 20th century. In the 1950s-60s, a section of the avenue leading up to Favorskogo Street was called Road to Grazhdanka; at the same time, the length of the avenue up to Gidrotekhnikov Street was known as Grazhdanka Settlement; the section running up to present-day house No. 80 was named Russkaya Grazhdanka Street, while the section extending to Rustaveli Street was known as Ruchyi Village. The avenue assumed its present-day name in 1962, when the name was attached to the length of road running as far as Severny Avenue; the farther section was added to Grazhdansky Avenue only in 1970. Grazhdansky Avenue is a major transportation artery for the northeastern part of the city. In the 1960s-70s, the avenue was built up with residential housing and administrative buildings (architects V.F. Belov, L.L. Schreter, A.V. Vasilyev). House No. 14 accommodates the Scientific Research Institute of Agrophysics, where academician A.F. Ioffe worked from 1932 to 1960; the second building of house No. 88 houses the N.K. Roerich Arts College. The Scientific Research Institute Lenelectronmash is quartered in house No. 111 (1985, architect V.P. Shepeta), while house No. 131 is used as a tramway and trolleybus depot. In 1970, three tower blocks shaped as trefoils were built at the intersection of Grazhdansky Avenue and Severny Avenue (project directed by architect V.V. Popov). Buildings beyond Murinsky Avenue were constructed under the supervision of architects G.N. Buldakov and A.I. Naumov. The Grazhdansky Avenue area includes the Gipronickel State Design and Scientific Research Institute of Nickel-Cobalt Industry, the B.E. Vedeneev Scientific Research Institute of Hydraulic Engineering, the Akademicheskaya metro station (1975), and the Grazhdansky Prospekt metro station (1978).

References: Вдоль северного луча: Формируется застройка Гражданского проспекта // СиАЛ. 1977. № 2.
