He studied the art under his father A. N. Frolov (1830-1909), a member of the Academy of Arts in mosaics. His brother A. A. Frolov (1861-1897), was an architect. After his brother died, he became the head of the private decorative mosaic studio founded in St. Petersburg in 1890 and situated in Frolov's house at 5/64 Bolshoy Avenue of Vasilievsky Island, from 1899. He was the chief of the mosaic studio of the Academy of Arts in 1929-42, and a professor from 1934. In St. Petersburg his major works include the decoration of the Holy Resurrection Church built in 1897-1907, sketches drawn by V. M. Vasnetsov, M. V. Nesterov, etc.; the five panels on the front of Duke N. N. Leuchtenbergsky's apartment house, made at 28 Bolshaya Zelenina Street, sketches drawn by S. T. Shelkovy; the coats of arms and inscriptions on A. V. Pehl's institute and drugstore situated at 16-18 Seventh Line of Vasilievsky Island, made in 1910; the panel on A. I. Kuindzhi's tomb monument in the Necropolis of Artists made in 1913, the sketch drawn by H. K. Roerich; the restoration of M. V. Lomonosov's Battle of Poltava, which was placed in the Academy of Arts in St. Petersburg in 1924-31. He also wrote a number of articles on mosaics history, theory, and restoration. He died of starvation during the siege of Leningrad and was buried in the common grave of professors of the Academy of Arts at Smolenskoe Cemetery.<br/><br/>Reference: Хмелевская Е., Фролов А.
